Spoilers ahead, obviously. Hopefully in the replies too :)

So... anarchy play-through. The journal tells me I have to earn hundred-blood trust for her to help me, but I have no new conversation options. Already got the artifact (the shield I think it is there) from her minion at the base of the spire north of the Stone Sea, but I have no idea how to progress now.

I freed Left-Pawn but did not engage the Earth-shakers as it was not needed to get the shield. I did not kill any beastmen anywhere. So... what am I missing?

The Edict here has me scratching my head as well. I have both the Spires in that area, but despite meticulous combing for rune drawings I only had two clues for one (the one guarded by Beastmen) and one for the other - which was more or less a stroll straight to the rune chamber, no Oldwalls drama or anything, just had to start act 3. This combined with the standoff between the Earthshakers and Beastmen plus obviously the enduring Edict has me wondering what I missed here.

The standoff seems the best thing to poke at, however neither leader will talk to me (they say stuff, but not like I get to reply). I might have been able to challenge the Beastwoman, but I just told her to give me the damn shield I'd earned and that was it. I cannot even "force attack" anything. I've nothing in my journal suggesting I actually have a task here, even though I recall the Earthshaker leader asking for my help. On top of all this, I believe I've also in traditional kleptomaniac adventurer fashion looted all the crystals they're bickering over.

Being in act 3 it seems my ability to return to these locations is limited.

(Why is the Edict even active if Cairn is dead?)

Why is the Edict even active if Cairn is dead?
I believe Edict wording don't require him to stop living, but stop breathing, do it? Personally I had that part of game blocked (don't know a bug or WAD), because I wanted to go there last time, but I suppose his state as a great Archon isn't very simple.

OK, turns out the last spire is not accessible till Act 3, even if the journal says that you still need to gain the beastwoman trust. Once I started Act 3 I was able to reach the last spire. Seems a minor bug in the journal description of the quest.

No clue about the Stone Edict, though, I was not able to end it.

The guy looks like a giant statue really. His severed stone head is right outside the entrance to the last Spire. I'd think it safe to assume that even if as a stone golem he breathed, he lost that capacity when his head was disconnected from his lungs. How exactly does one die but continue breathing, anyway? :p

On a side note, the area is littered with those purple crystals and my characters detected some secret stash by his head. I gave up trying to find purple among purple.

Which is the last spire? The one by Cairn or the one with the beastmen inside it? Either way, it appears I sequence broke again... (If it's the one by Cairn, I will admit that solving the puzzle from a single charcoal tracing was not fun at all.)

This was my last, at least as an anarchist. Also had but one tracing, fortunately I could just google it. Better than sitting there guessing. Also getting to it was merely a matter of navigating a trail of corpses. I was too late to join whatever fighting there had been... perhaps between the Chorus and the Earthshakers.

Yeah, something is clearly wrong with this. I opened this location after clearing out Disfavored (probably, don't remember for sure), yet quest log still wants me to gain hundred-blood trust. I get to Earthshakers, they say to get out and that's it. Act III - all dead, Fatebinder can spot a secret stash, but not giant stone Archont above it.
Endgame credits say that I "decided" to leave it as it is. Quite mocking statement, considering I couldn't decide anything here.

A piece of the puzzle is sold by a merchant in town. He tells you some adventure wannabe sold it to him.

Had same issue on solo path. In Act 2 I resealed Left-Claw, helped the Beastwoman Prima, and her sidekick gave me the Azure shield (didn't kill the mages). After that go BACK to the Prima (not Mark, as the quest said) - she gives you acces to the Howling rock and you can proceed. You'll find the mage camp and a quest will pop out
If you go to Mark first you won't have a new dialogue option with her.

Damn! Does someone know how to solve this? I've stuck with the similiar "bug" in the second Act: i can't move to Dawning Spire, i don't have related dialogues with Prima, and what i have are only two quests: "Seats of Power"(4/5) and "A Trial of Arcons". And i can't figure out how to move in the story:(

Its simple, now you go back to Bleden Mark and get the next mission to collect an artifact. Because there is no actuall means of progressing the stone sea story line in the anarchy playthrough. If you want to lift the edct and claim the spire, you must engage the earthshakers in a premeditated attack, slaughter them all and disrupt their ritual, because there is no scripted means of doing anything else apparantly.

The anarchy playthrough is all about your personal power and artifacts. Nothing else really matters. resolving the edicts are not a priority.

Personal power such as ruling a comparably prosperous Tiers as opposed to Edict-plagued wastelands?

Oh don't misunderstand, I completely agree, its nonsense, but apparantly, nonsense is what Obsidian decided on for the anarchy playthrough. Its pretty much the same in the Blade Grave too. Charge in grab your artifact and..... oh yeah, that edict thing, guess I'll go kill everybody insight, claim the citadel and clear that mess up, no need for any thought about the people there. Cos this is Anarchy! YAR

I didn't engage the first group (the one in the first Spire zone). You can leave them be. But IF you talk to the Prima before that - there will be new dialogue options. I think it's just bugged

If you just kill everyone on first sight this problem won't accure.

Know what, I'm usually a mild-mannered nice person, but, seriously, Obsidian: screw your QA testing. This is my third PoD/Ironman attempt after the last two ended after five or six hours each with game breaking bugs/areas inaccessible as well. This is just a disgrace.

But IF you talk to the Prima before that - there will be new dialogue options. I think it's just bugged

If you just kill everyone on first sight this problem won't accure.
Oh no your right, but the method of ending the edict by speaking to the prima, is simply "kill the earthshakers" as quests go, it's lame and boring. It lacks any depth, nuance or imagination. As you might be able to guess, I'm very dissappointed with the range of solutions to quests (if any range is offered at all) Obsidian dropped the ball here I think and in the same way, consistantly across the game. I find it a huge detraction from what otherwise might have been a masterpiece gaming experience.
