Is there a way to choose which equipment will be used when the "Convert from stockpile" is ticked?
Take for example the following production:
production.png

I have one line with Medium Tanks II and I've just researched a new module which updates the module currently used by the design, say for example I was using Radio I and I want to upgrade it to Radio II. Note that I also have a production line of SP Artillery which I use in my motorized division templates, this design uses a similar design but instead of a medium cannon it is outfitted with a howitzer.
But if tick the conversion option, instead of converting the medium tank Mk3 or any previous variants used in the armor divisions, the game is picking the SP Art coming out fresh from the second production line. Even when it would be cheaper to convert the Mk3 first, since that doesn't even requires steel.

Should I be making the SPG with a light chassis instead?

No. It converts the cheapest ones (in original production cost, not conversion cost) first.

It says you are making "M. SPG mk1", and it is converting "M. SPG" aka "M. SPG mk0", so no it's not converting things from the other production line.

Ah... I missed that detail. I forgot I had also upgraded my SPG. Ok, then I think I could recomission the M. SPG mk0 and the M. Tanks mk1 and mk2 so the mk3 will be converted at no additional steel cost. But now that I realize I have SPG mk 0, would like to upgrade those too, but to SPG mk 1 not to M. Tank. Which I can't do if I recomission them.
Plus, converting M.Tank Mk3 to Mk4 costs me no steel, and I convert about 25.4 per day vs the 21.99 I'm converting from M.SPG mk0. And also converting M.SPG mk0 to M.SPG mk1 costs me no steel. Although not as bad as I initially though, it still would be a nice feature to pick what gets converted in each production line.
Anyway, you can't allways get exactly what you want, but I think it's good to know more about how covnersion works.
