We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
There are numerous reports in vanilla of people not being able to form various caliphate titles, so I imagine this is the same thing. You could upload the save and we could take a look, but there's no guarantee we can work around the issue unless it's something which can be fixed in code.
