A few times it actually works as intended and with the conquering of a capital i get the entire province but most of the time the enemy just switches the province capitel to some place else. That is AI behaviour we saw at the release of the game and which was absent the entire last year.

Does someone experience the same?

If you're in a war that flips provinces as soon as they're occupied (Diadochi Wars, Civil Wars, Imperial Claim Wars) province capitals do indeed shift upon occupation and you have the same old carpet siege mechanics. It's otherwise been working as advertised for me with a few exceptions I'm willing to pin on bugs that will be hotfixed.

Could be a bug with that automatic capital switching, as at leat up to 1.5.3 being in a war prevented you from switching the capital. As the provincial capital matters for occupation purposes only if the entire province is unfortified, this might explain why this is not always an issue.
