War doesn't end because of unconquered planets that don't exist [3.4.3] [9d15]

Please explain your issue is in as much detail as possible.
As a member of a federation I got pulled into a war against some rebels from the vassal of an ally, so I was not the war leader.
They were easily crushed by a single fleet and invasion, but the war didn't end. The "Assert Overlordship" war goal was not available for the AI to select, as there were apparently systems and planets left unclaimed. Leaving the war goal acceptance at a -69
The issue is that the rebel empire only has one planet and two systems, and those had been invaded and utterly vanquished!
I scoured the galaxy for any claims involved but couldn't find them. (If I am just blind please let me know)
This normally would be just annoying, but with the power imbalance they AI will not accept a Status Quo, and there are literally no ships to fight to accelerate our sides war exhaustion.
And then it happens again in another empire, months later. An uprising is quickly put down, and all systems are fully conquered, but there is no end because of apparently invisible planet claims.
The most annoying part is that in order to do some peace-time activities, like transferring systems to my vassals, I have to wait.
And wait I did. I brought this particular game to the endgame year (beyond where the save was copied), and the war exhaustion for those two wars is only in the mid-thirties because of the lack of combat. It. never. ends.
So yeah, if anyone can find the missing claimed planets please let me know. Really threw off my border and federation management, considering I was locked out of presidency up until I removed all feds with the Imperium close to the end.

Steps to reproduce the issue.
Be in a federation > have a member of that federation declare a war against an uprising > complete all war objecives > the war doesn't end
