Please explain your issue is in as much detail as possible.
I was playing a meta build where you vassalize all the empires in the galaxy and force them into your Hegemony. A benefit of this is that when you vote for something in the galactic community, they all vote the same way. This helps a lot as it basically gives you an insane amount of diplo weight. The issue is this: If you were the one who proposed the resoloution, your vassals/hegemony members will not vote with you, they will simply abstain. This can lead to you losing votes that you should've easily had. A small fix is to change your position on the issue (Usually from supporting to opposing) and then they will vote with you. After that you have to change back to the position you actually want to obtain their votes.
Steps to reproduce the issue.
1. Form Galactic community
2. Form a hegemony type federation with a vassal(?) (Unsure if vassalization is necessary for reproduction)
3. Propose a resoloution in the galactic community
4. Your vassals/hegemony members will not follow you in the vote
