Please explain your issue is in as much detail as possible.
Gagassian Commonwealth (GC) is a vassal of Galactic Quentian Regime (GQR). GQR declared war on Urly Citizen Coaltion (UCC) but did not invite GC to the war. All access between GQR and UCC's federation, i.e. UCC, Unified Actyrran Suns and Memorialist Network, is through GC's space. GC has Closed Borders with all of the UCC federation and obviously has open borders with its overlord.
Asymmetric closed borders during a war is generally dubious. A defender will simply not respect the border when an attacker flees across it or stages in the neutral space at which point it would be up to the neutral party how to respond to the incursion. In this case where the "neutral" space is a vassal of the attacker, the closed border is egregiously ridiculous.
I guess the workaround is for me to stop supporting independence for the vassal and to declare war on them in order to open their borders, assuming that wouldn't drag too many other allies and vassals in (it will) and my federation would go along with it (the won't). If they were truly a neutral party instead of a vassal of a participant, then declaring just to open the border could invite half the galaxy into the war.
However, the more reasonable implementation would be to apply the (EU IV method of) open (or closed, your choice) border status for any participant to every participant. So, if neutral party A has open borders with a single participant of a war, then their borders will be open for every participant for the duration of the war unless they close their borders to every participant (which should not be possible while there are military vessels within the border).
