Description
v3.6.0 (0028) AI Empire Names issue

Game Version
v3.6.0

What version do you use?
Steam

What expansions do you have installed?
Synthetic Dawn, Utopia, Leviathans Story Pack, Apocalypse, Megacorp, Distant Stars, Ancient Relics, Lithoids, Federations

Do you have mods enabled?
Yes

Please explain your issue is in as much detail as possible.
-- Mod Disclaimer --
I only use Tiny Outliner v2, Colored Map Icons and Pinwheel Galaxy for light UI and background improvements. The mods should - to the best of my knowledge - not have anything to do with the issue described here. I did disabled them in a second game and got the same results.

-- Issue with broken empire names generation --
I fired up a quick game. 25 years in, I've discovered a handful of other AI empires. All of them have only one word for a name, depending on the civic-based random name generator. The names are: "Empire", "Holy", "Regime", "Guardians" and so on. I can see the name generation started in the correct way, but it somehow stopped working after the first word. This is very immerson breaking and frustrating. Please look into this.
I also noticed, that the button to create a random name for the custom empire in the empire creation menu didn't do much. It just copied the species name in the box.

Thank you for taking the time to read my report. Have a nice day.

Steps to reproduce the issue.

-- Edit --
I tried out a few different things now. The correct empire names are not generated with:
- verifying game files on steam, starting the game without mods
- using mods for improved empire names on a second new game
- starting new games and check with debug console if it worked this time

From what I've seen, bigger galaxies tend to give up on naming AI empires after around 4-6 one-word-names as seen in the screenshot, the rest of them get no name at all, resulting in just an empty textbox.

For me, this issue is gamebreaking, although not mechanically but from the aspect of RP. Hopefully it is easily fixable, since it's only about the output of some text.

Turnes out, everything works fine after changing the language settings. Problems do not appear with english version. German language version only!

I encountered the same problem in v3.6.0, too.
In german language settings, only the first word appears for randomly generated empires. User-created empires (e.g. United Nations of Earth) or other factions with set-names like the Curator Order seem fine.

It's very unfortunate the game can't be played properly in german and I hope it gets fixed soon (the incomplete names are really immersion-breaking).

I encounered the same problem in v3.6.0, yeah. Russian localization.

After rollback to previous version, it became normal.

I do not use mods, so conclusion is that the issue is with Orion version and localizations specifically.
