Please explain your issue is in as much detail as possible.
For some reason the entirety of the galcom seems to vote for all custodian-related stuff, i checked the voting bias and saw a +700% modifier that seemed to indicate a crisis going on. However the only crisis that did happen was the Great Khan, and it was defeated by destroying all of his stations & fleets before he respawned, which may have caused the error.
Steps to reproduce the issue.
During the Great Khan crisis destroy all stations belonging to his empire, then all his fleets.
