Please explain your issue is in as much detail as possible.
Normally, one cannot form or propose commercial pacts with federation members. However my subject (released vassal) not only has a commercial pact with my federation member, but also proposed one to me. I do have the franchising civic which might influence it.
Steps to reproduce the issue.
Open save, the request should be send. See also the diplo relations of my vassal.
