Please explain your issue is in as much detail as possible.
When dragging ships from one fleet to another, any fleet that has all its ships removed turns into a 0 ship fleet named New Fleet that persists in the Fleet Manager.

Steps to reproduce the issue.
1. Split a fleet.
2. Drag and drop (don't use the merge button) all ships from one fleet to another.

I wonder if this happens only when manually depleted fleets are not considered as reinforcement fleets anymore. I mean that this old issue happens a lot less times than it used to. Perhaps if you first design a fleet template in Fleet Manager, and then manually deplete whatever fleet (reinforcement fleet, existing fleet, or created temporary fleet) to add scheduled ships in a main fleet, it s not the same as just merging two "main" fleet together (changing the fleet's template). In first case, no New Fleet would be left, and it would in later case.
