Shattered Ring Capital research segment converts workers to specialists

Please explain your issue is in as much detail as possible.
When you play with the shattered ring origin and you build a research segment near the start of the game on your capital then all your workers become specialists in order to fill the research jobs available. This may happen with other segment types but I did not test that out. This ends up crashing your economy from lack of food and consumer goods and is not the behavior I expected so I assume this is a bug.

Steps to reproduce the issue.
1. Clear decrepit tunnels tile blocker for the gas ASAP
2. Build research segment ASAP

Your workers will always try to "promote" to a higher stratum if "better" jobs are available, so I dont think this is a bug.

You can close some of the researcher-jobs to keep them from filling up.
You even get a small grace-period after their initial promotion, where they will demote back to workers without any penalty.
