Please explain your issue is in as much detail as possible.
I have a colossus.
I declare war against an empire with the colossus cassus belli, take some systems; declare peace.
I become galactic emperor.
After truce, when I try to choose the colossus war goal, it does not appear. Only imperial rebuke and counterattack appear but they cannot be selected.
The war goal for colossus should appear as it says the enemy faction is a target for cassus belli : claim, colossus (neither can be selected).
It is the same for all empires with are part of the galactic imperium (apart from one fanatic purifier who I can use the contain threat war goal)

Steps to reproduce the issue.
Make a colossus.
Cannot use colossus war goal unless I have a claim on enemy empire.
Become galactic emperor.
The colossus war goal appears in the diplomacy screen (see screenshot 1).

The colossus war goal does not appear when I try to declare war (see screenshot 2).
The claim war goal does not appear.
Imperial rebuke and counterattack appear but can not be selected as I do not respect conditions for any of the two.

Same thing for all empires except for stagnant ascendency (which are not part of the galactic empire) and for fanatical purifier (part of the galactic empire, colossus war goal does not appear, but end threat appears).

Thats intended by design. As galactic emperor u swore to protect and not to conquer ur quasi-vassal galactic empire members. U are only allowed to punish them and keep them weak.

But there is a workaround. For that u have to use ur vast diplomatic power and declare ur target to the crisis via resolution. This kicks them automatically out of the gal empire and starts a total war against them.
