Using Deluge Colossus on Hive Worlds only allows farm and manufacturing districts, no minerals or energy districts

Please explain your issue is in as much detail as possible.
Playing as an aquatic race and using my colossus on a hive mind empire's hive worlds. When i later colonize them, they do not allow the construction of any energy or mineral districts, only manufacturing and farm districts. This has been true for 6 planets that i have used it on, and persisted through reboots.

Steps to reproduce the issue.
Use an aquatic empire's collosus on a hive world

Converting a world into a hive world removes all features (the thing that gives a world resource districts) and I guess you have the angler civic so you get unlimited farming districts on ocean worlds.
