On stratified economy living standard unemployed pops produce unity as if it was social welfare living standard.

Steps to reproduce the issue.
Have unemployed pops on stratified economy.

Fixed an issue with unemployed pops that looked somewhat similar in another post that had more clear steps to reproduce. Did you do something similar as described in the other post with having unemployed specialists and workers at same time? If so then it should be fixed.

Otherwise please add more steps to produce :)

Do you need samples of games where the colonist job is turned off? I am seeing this across a few different empires.
Colonist job being down prio'd by AI is WAD. They are doing it because they do not need the amenities on the planet. it's the same logic as hive minds down priotizing maintenance drone job if they have too many amenities

The issue with pops not finding jobs seems to be fixed. The main issue that I was having however is not and I did not see anyone else on the subject, with any type of civilization start that has stratified economy living standard will produce unity, normally requiring at least social welfare to make unity this way. The happiness debuff does still work so the game knows that the pop is using the correct living standard.

The problem persists with all types of pops so long as they are on stratified economy, however the unity is not produced if the pop is a slave and is why i compared it to social welfare.

It seems my unemployed workers are deciding that -1 amenities is acceptable, but I don't think it is, so they refuse to fill clerk jobs.

Because they refuse to fill clerk jobs, they subsequently appear to refuse to fill any other job if I prioritize clerk jobs, leaving me with unemployed pops in the worker strata.

I'm also getting unemployment with open jobs. Deprioritizing jobs caused them to be unemployed. They will not take any jobs. Changing priority job will switch where pops to that job, but another will get the empty slots, and the unemployed pops remains the same.
Check the homeworld. The workers don't work.

I don't think the Beta is getting the bugfixes patched into it, but I did fix the downprio job bug for 3.3 release. I poked some people regarding the Unity from unemployed pops and i believe it is fixed as well!
