Unable to grow a new progenitor

Please explain your issue is in as much detail as possible.
My capital city was bombarded and my progenitor died, I have been unable to grow a new one so I am left with a permanent modifier on my empire.
The issue persists after mods have been disabled, but *could* have been caused in the first place by mods

Steps to reproduce the issue.
1) Captial bombarded so progenitor died
2) Capital terraformed to hive world
3) Progenitor hive (empty) feature is removed

Not a mod issue, don't worry.
They just forgot to add d_progenitor_empty to the list of deposits that should not be cleared when terraforming to a Hive World.
