Synthetic Dawn, Utopia, Leviathans Story Pack, Apocalypse, Megacorp, Distant Stars, Ancient Relics, Lithoids, Federations

Please explain your issue is in as much detail as possible.
When the galactic Imperium exists even without Pax Galactica, it is impossible to declare war on any members as the Leader. This should not be the case as far as I'm aware, as its crucial to breaking federations and like stated, pax galactica is the law to prevent internal wars.

Steps to reproduce the issue.
Form the Galactic Imperium and declare war on a member, you should see a screen similar to the one posted.

I confirm this.

It seems all the CBs have gone away, while you can still see them in the diplomancy icon list.

Same problem here. I have built a Colossus and do not have access to Total War CB. I also tried declaring another empire to be the crisis, and still no CB other than Rebuke listed when I try to declare war. I can still see CBs in the diplomacy list too.
