Transit Hubs Not Working

Please explain your issue is in as much detail as possible.
I have a base in the Trax Ofko system with a Transit Hub and three unemployed workers. I also have a Transit Hub in the Jagirsha system where there are three open clerk positions. I'm not sure whether the +100% automatic resettlement chance is a push or pull effect, but it doesn't seem to be pushing or pulling in either system.

Steps to reproduce the issue.
Load save game, observe for a few months.

Thank you for the report!
This is working as designed.

The worker pops that you are referencing in your report are slaves, in order for slaves to be automatically moved to other worlds you need to build a Slave Processing Facility on the planet with excess slaves.
