Please explain your issue is in as much detail as possible.
Transcendent Awakening doesn´t work

Steps to reproduce the issue.
Go fully psionic , have other slave species, then set their citizenship to assimilation. In a period of ten years nobody got the psionic trait while everybody was unemployed
