I seem to have gotten enough claim cost reductions to make claims completely free.
Steps to reproduce the issue.
Be fanatic militarist, have nationalistic civic, take interstellar dominion AP, have belligerent diplo stance. Leader has agenda "Expansionist overtures". Research "Interstellar Campaigns" and "Galactic Campaigns", Be Leader of a lvl2(minimum) Martial alliance. Now you have -105% claim cost
