Please explain your issue is in as much detail as possible.
Subjugation wars (tributary or vassal) do not include occupation when counting towards the war score. This makes them drag out far longer than they should.
To give an example, in my most recent game a subjugation war for tributary of a minor federation member required occupying every system/planet of every other federation member before it just barely got enough war score to force the tributary.
They had lost the war long before I started occupying two thirds of the federation.
Steps to reproduce the issue.
Start a war for vassalization or tributary. Occupation will show on the war screen but will not count towards the actual war score.
