Subject -50% diplomatic weight malus not applying to an empire after they lose a Bring into the Fold War

After winning a "Bring into the Fold" war against an empire, they became a Scion of my overlord but the -50% diplomatic weight subject modifier is not applying to them.
Image 230110.png is my empire for comparision. While the other images are their empire.
I am not sure if them being in the Galactic Council has anything to do with it. It's been only a few months since the war ended.
Steps to reproduce the issue.
Win a bring into the fold war against an empire and check their diplomatic weight.
