Please explain your issue is in as much detail as possible.
I'm attempting to conquer a system (Orglion) controlled by another empire. The system is claimed & the tooltip reports that the system is fully controlled by my civilization. The system does not appear in the list of systems I will gain control of if we Settle Status Quo, however, and achieve War Goals appears to list the system as uncontrolled by me.

This happened in the last war with the same empire. I fully controlled Orglion when we settled a status quo peace, but the system was not transferred to me.

The only apparent difference between Orglion and other systems that were transferred is that Orglion has both an enemy planet and a primitive civilization. I am unable to invade or otherwise attack the primitive civilization because I don't have ownership of the Orglion system, which makes the planet seem to be invincible to normal war.

Steps to reproduce the issue.
In the attached save file, I have fought the relevant war to a status quo agreement & the planet of the Orglion system is still not listed among my empire's war gains. Settle the war for status quo, and my empire does not obtain the Orglion system.
