Please explain your issue is in as much detail as possible.
When surveying an object with a science ship, discovered_site flag can be set even when no site was discovered. This flag lasts for 5 years and reduces the chance to find sites. From the perspective of the player, he is just frustratingly unlucky and probably won't realize that something is wrong.
Steps to reproduce the issue.
1. For testing this, edit ancrel.9999 so that it always spawns a site. For example, delete the 400 = {} from the random list.
2. Start a new game.
3. Survey an object which can not have any archaeological sites, for example a star.
4. In console, type print_flags 0.
5. You will have discovered_site flag, but you have found no sites yet.
