Stellaris - v.2.8.1 (dfce) - BUG: sector border miscalculated (because of Rubricator?)

I have a game I saved prior to the latest (dfce) update. I do not know what that was, but I keep it updated automatically. In this game there are some routes to a system (Alphard) which are greater than four jumps, but there is a single route that is only four jumps from the capital. The system was not included in the core sector. Attached a screenshot (with jumps numbers added) and, I think, the saved game. (I am not sure since it is a Steam cloud save, but it's the only file I could find on my local drive that matches.) The only mod I had loaded changes the background to a dark galaxy (something you should have already have as an option) and should have had zero impact on gameplay, but I tried loading with the mod disabled and saw no differences. The game was created while playing on my iMac and I noticed the bug when I loaded it to play on my iMac. When I loaded the same game on my PC, it was still not including that system in the core sector. The system south (Chibbar—which I forgot to include on the screenshot) has similar multiple routes, only one of which is five jumps vice four, but it was included in the core sector. One difference I noticed between the two, though, is "The Rubricator" had added a system (Zatar) between the capital and the excluded system, a newly created five-jump route. I have not noticed this bug before this, but I might not have been not paying attention. I have had the Rubricator pop up between systems before, but this time I had been explicitly colonizing planets within four jumps of the capital. I noticed the discrepancy when I was checking colonies and saw that colony had no governor.
Steps to reproduce the issue.
None. I am reporting a bug specific to this saved game, and simply loading it reveals the bug.
