Stellaris makes all my audio crackle and pop when it is launched

Please explain your issue is in as much detail as possible.
I have crackling and popping on any audio while I have Stellaris launched. After muting all game sounds, I get crackling and popping on the audio from other apps like spotify and discord. These cracking and popping sounds only appear when playing stellaris. They return consistently every time I launch Stellaris.
Steps to reproduce the issue.
I've verified cache on steam and relaunched multiple times.
