Stellaris - [3.6.0 open-beta-3] [313b] Mercenary enclave not merging nor gaining reinforcement

Please explain your issue is in as much detail as possible.
The fleets from mercenary enclaves do not merge nor do they get reinforcements. The fleets that in the none-beta version is used for the reinfocements.
Steps to reproduce the issue.
1. Gain fleet with at least 50 fleet cap.
2. Build Mercenary Enclave.
3. Notice the fleet size.
4. Ask Mercenary enclave for bigger fleets.
5. Notice the new ships has not been merged with existing fleet.
6. Hire fleet and notice the other ME fleet will not reinforce the one that has now been hired by the player.
