Please explain your issue is in as much detail as possible.
Upgrading the starting fleet to the "naked" design gives alloys refund as before, despite the patch notes stating there should not be any refund.

Steps to reproduce the issue.
1. Start the new game. Commonwealth of Man, default settings.
2. Do NOT unpause.
3. Go to ship designer. Uncheck "Auto-generate designs" box.
4. Remove all modules from the starting corvette, including FTL drive. Uncheck "Auto-upgrade design" box.
5. Press Save. Press Yes when prompted to confirm overwrite.
6. Go to fleet manager. Select initial fleet and press "Upgrade fleet" button.
7. Unpause.

Observe alloys stockpile increasing.
