Please explain your issue is in as much detail as possible.
AI heavily prioritizes "Assist Research" on planets over analysing debris.
To the point that even if you give them a lot of science ships with scientists - they all will "Assist Research" (or any other task really) on every planet possible (even if the planet produces no research at all).

If AI happens to have more science ships than planets (although it is almost impossible to happen under normal circumstances) - then sometimes they do analyse debris, but it's not stable, it is possible for them to still idle and not analyse anything.

This hurts AI overall, but also makes some origins like dormant gateway less useful for AI as they ignore the debris from the ameoba.


Save info:
Look at the empires "Helvan Order" and "Rihi'Nar Interstellar State", they both have plenty of debris after recent war. This save doesn't demonstrate the issue clearly enough, because it is early game and science ships have plenty of other tasks (archeology, survey), but even when there is nothing for them to do except assisting research - they are not analysing debris either.
