Stellaris - [3.3.2] Starbase Upgrade Speed not updating dcorrectly

Please explain your issue is in as much detail as possible.
The Starbase upgrade speed modifier from sources like Fortify the Border edict and the Unyielding tradition are not working propper during a game session. After you load a savegame all made changes get applied.
Same result is if you deactivate the edict during a session which you had active on you last gameload will exist until you end you session and load the savegame of your session when the edict was deactivated.

Image 3 is when i saved and images 4 is after i loaded the save.
Same for image 6 and image 7 and one more time between image 9 and image 10.

Steps to reproduce the issue.
Start the game.
Get a second system.
Check starbase upgrade time (360 days atm)
Choose Fortify the Border edict.
Check starbase upgrade time again (it is stil 360 days)
Save the game
Load the savegame
Check starbase upgrade time again. Now the effect is working (240 days)
