Please explain your issue is in as much detail as possible.
It's currenly impossible to build administrative complexes in Stellaris, even with the required research (Galactic Bureaucracy). The option to upgrade just doesn't appear, even on a 80+ pop planet with the last governement building update.
Steps to reproduce the issue.
Reasearch Galactic Bureaucracy, then try to upgrade any administrative park to an administrative complex.
