Haven't had any problems with stellaris, went to play it this morning and after hitting play on steam, a small window came up that said bootstrap error, couldn't start launcher. I've no idea what could be causing it.

We now have reports of this on AVG, Avast and possibly Kaspersky.
You need to make sure all these apps are in its exceptions lists:
dowser.exe (in the Steam Stellaris folder)
C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/launcher-v2.2020.16/paradox launcher.exe
C:/users/<UserName>/AppData/Local/Programs/Paradox Interactive/bootstrapper-v2.exe

Ok, I tried to follow your directions, I found the file locations and added exceptions, however, when I went into launcher-v2.2020.16 I did not see paradox launcher.exe. I'm assuming that is what my problem is stemming from. How can I get the paradox launcher.exe into the file folder?
That means your AV app has quarantined it. You need to release it from quarantine, and tell it to leave it alone in future!
