Stats bug on Progenitor Hive and Devour swarm traits (3.7.4) (96d9e1fe16a)

Please explain your issue is in as much detail as possible.
When i start new game as Progenitor Hive Origin and Devour Swarm Trait, as being stated on stats effect i will get those effect directly if my fleet has Offspring, but the those stats worked only if offspring ship out of system and cameback to starting system, u can see on my video i provided. Also debuff stats is present even if i have offspring ship at the system, no mod at all.
Steps to reproduce the issue.
I do reinstall game to see if it working, and still not working at the moment, and the temporary solution is to detach offspring ship from fleet and then go to another system and cameback to starting system.
1. Starbase and Fleet power - Starbase has 585 and fleet has 85 power, then i do detach my fleet too 2 normal corvette and 1 offspring ship corvette.
2. Get out from system - after detaching ship i move offspring ship to other system, as u can see on video fleet power becoming 127 and starbase to 770 powers, and i see normal powers on starbase reduced to 585 but for fleet powers it reduced to 52, as the origin debuff stat.
3. Get back to system - after offspring entering another system, i do recall it to starting system then when it back to system fleet and starbase got buffed again, starbase 770 and fleet 127 powers.
4. merging fleet - as u can see on video, when i start merging fleet something strange happen, starbase reduced 585 and fleet buffed to 209.
Conclusion is:
Starbase - 585 - 770 - 585 - 770 - 585.
Fleet - 85 - 127 - 52 - 127 - 209.
So i think this is bug for Progenitor Hive Origin and Devour Swarm Traits, or maybe anyone have any idea why this is happen, Thanks !
