station_modifer = {} of starbase buildings seem not working.

Please explain your issue is in as much detail as possible.
target link computer, listening arrays, both define their ability with station_modifier block.
but these are not working properly. sensor range did not expand. and fire range didn't lengthen.
this is critical to function of starbases.
Steps to reproduce the issue.
just build starbase buildings and check.
I used console command 'research_all_technologies' to verify quickly.
1. start a new clean game.
2. console 'research_all_technologies'. then you can see neighbor systems by 4 jumps. because of tachyon sensor.
3. replace starbase building - crew quarters with listening array. you now expect to see neighbor systems by 6 jump - 4 (tachyon sensor) + 2 (listening array)
4. but you still see until 4 jumps, not 6.
