Starbase control won't flip, Unbidden fleets locked into repeatedly moving to capture it [3.4.2] (7836)

Please explain your issue is in as much detail as possible.
The Unbidden is trying to capture a system from an Awakened Empire. There are no planets in the system, the starbase is ruined, but control will not switch. The Unbidden fleets continue to move-command to the base to capture it while sitting on it to no avail.
Steps to reproduce the issue.
I have literally no idea. Do not have Overlord, Necroids, or Aquatics DLC. No mods. (Unbidden space surrounds the system.)
