Please explain your issue is in as much detail as possible.
Empires with the egalitarian + xenophile ethics in which slavery isn't possible spawn leaders with a slaver optimization agenda. This should not be in the realm of possible agendas with these governing ethics. This is particularly annoying when trying to spawn a game with Sol in the right galactic location as it requires additional spawn attempts.

Steps to reproduce the issue.
Spawn a game with the aforementioned ethics and oligarchic authority.

There are several agendas that leaders can get even if they are opposed to their ethic.

Like Xeno Outreach for Xenophobes.

It does feel wrong. I get the feeling that agendas were made one day and no one ever went back on it.
