Please explain your issue is in as much detail as possible.
I just finished a game as a Genocidal Machine empire, by becoming the Crisis and destroying the galaxy. Twice, while building the Aetherophasic Engine, Shroud Entities spawned randomly thru the galaxy. They were properly hostile on spawn, but after reducing my starbases to 1 HP, they stopped attacking and just hovered in the system. (They attacked the ships I later sent to clear them out; they hadn't become braindead.)

I presume they're meant to actually destroy the starbases and move to neighboring systems until you destroy them, right? As it is, they didn't pose any threat whatsoever, just a minor annoyance to traveling thru certain areas.

(I did play with mods, but only Achievement-friendly ones, so important game files weren't touched. I can try again, but having just done a Crisis run, my next game will be something different.)

Steps to reproduce the issue.
1. Become the Crisis.
2. Upgrade the Aetherophasic Engine enough to trigger Shroud Entities to spawn.
3. Leave the the Entities alone while they attack your starbases.
4. Observe them stop and just hover menacingly once your starbases reach 1 HP.

Also happens if u fail an shroudevent as psionic ascended empire and spawn an evil shroud entity over one of ur systems. It either ends up sitting over an ressource doing nothing or shoots down the starbase to 1hp.
