Description
Ships controlled by the AI aren't correctly going between systems, especially during wars

Game Version
3.3 beta

What version do you use?
(DID NOT ANSWER QUESTION)

What expansions do you have installed?

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
Ships will repeatedly ALMOST jump into a system, and then cancel last second. They will do this for decades, going into the next system, stopping last second, repeating. Whole wars have passed where an enemies' biggest fleet(as seen below) will simply NOT move.

Steps to reproduce the issue.
When in a war I believe it will just HAPPEN, not sure exactly how. Having ships in the system they are hovering by may help?

Known issue, there was one bugfix for this issue but it is possible there are more cases in which this could happen. Also it helps if you attach the save game when this happens! :)
