ship_weapon_range_mult Modifier is broken

Please explain your issue is in as much detail as possible.
The ship_weapon_range_multi modifier is currently broken as it does not increase the weapons range at all. This is important because 2.0 is planned to use that in one of the fleet doctrines as well as the Synth admirals use it which makes their admirals useless compared to the psionics which have working modifiers.
Steps to reproduce the issue.
1. Have 2 ships engage each other with 120 range XL weapons, see their engagement range.
2. Make a modified module that increases the weapon range by 250%, give said ship a 100 range or 120 range weapon and have it engage a ship without this bonus and notice that both ships fire at the same range regardless of the modifier.
