Please explain your issue is in as much detail as possible.
Shattered ring start empires have 0 habitability on their "guarantied habitable worlds" shattered ring segments.

Edit: The habitability was lowered by blockers but there is no way to see this in either the tooltip or on the expansion planner making the segments appear uncolonizible to anybody who does not know about said blockers in advance.

Start as Shattered ring try to colonize your "guarantied habitable worlds" shattered ring segments

Well what is misleading, feels like they could have made a better job of showing that in the tooltip. Thanks for explaining what was going on.
Back during beta, I suggested for them to start off at 20% habitability, so it'd go 20%→40%→60%→80%→100% instead of the current 0%→25%→50%→75%→100%.

I think this would be another argument for this; it would give some indication that those sections are meant to be colonizable.
