Servile syncretic evolution species generate leaders (at least, military ones).

Please explain your issue is in as much detail as possible.
If you create a xenophile Syncretic Evolution empire, the servile species will be able to generate leaders (at least, admirals and generals).

In this case, Servile rights will also be listed as Full Citizenship by default, not sure if this is supposed to work like this, or not.

Steps to reproduce the issue.
In the attached save, attempt to recruit an admiral or a general. You'll notice that servile species can serve as them. I used the default Xanid Suzerainity template, but modified it to be Xenophile.

(Syncretic Evolution xenophobes automatically regard serviles as xenos and grant them only Residence, not Full Citizenship, making the issue moot).

If you need further confirmation, create another xenophile Syncretic Evolution empire and see its leaders available for recruitment.

I noticed the same problem, my serviles create military leaders and then they get elected to be the oligarch.

It feels really unexpected for a servile to end up running the empire.
