Description
Sector/Planet automation uncolonises worlds sometimes [v3.4.2 (7836)]

Game Version
v3.4.2

What version do you use?
Steam

What expansions do you have installed?

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
Certain sector / planet designations make colonists not worthwhile to have, and the AI sees fit to disable them to prepare them for other jobs. However, this will sometimes end up completely uncolonising that world by way of autoresettlement.

Fix: make automation demand atleast 1 colonist while there is still a colony shelter on the world (if there is only 1-2 pops)
Fix 2: actually fix autoresettlement managing to yoink out the last pop of a colony

Images unnecessary, attached per requirement

Steps to reproduce the issue.
1. Colonise world
2. Turn on automation for amenities
3. Watch the ai turn off your colonists
4. Wait
After a while, those specialists will resettle back into a random world.
