Sector/Colony automation not working

Please explain your issue is in as much detail as possible.
I have a sector with one colony. I set a balanced sector automation and a "Generator" colony automation. I noticed that over the course of many years the AI did nothing. Didn't build a thing. I have 3K sitting in the sector pool that it never touched. I watched the housing, amenities and unemployment get worse and worse until the colony went into rebellion.

The AI is not working.

I am going upload 2 files. An older one showing the state of the colony before rebellion. Then one after it rebelled. NOTE, all of the items in the build queue in the 2nd file were added by me. After I manually took it over.

Steps to reproduce the issue.
I guess just try to automate a sector and colony.

Update on this. It appears that if you assign monthly resource amounts, the sector AI starts working again. Very strange considering adding resources directly to the global stockpile does nothing.

So this bug seems to be related to resource allocation and not the AI itself. FYI.
 
New behavior since 2.7.2 beta. The sector AI will turn on sometime at least, if you turn Automation on the colonly off. Yes that's right, it is doing the opposite.

Please fix this when you can. Thanks.
