Secret fealty subject closes borders during allegiance war for their benefit

NB: Overlord is missing from the DLC list.
Another empire's bulwark declared secret fealty to me. Since I'm a driven assimilator they don't like me much, opinion is just barely positive even with a +100 modifier from a favourable trade deal, so they keep a suspicious attitude and their borders closed to me. Once I finally decided to declare an allegiance war, they still closed their borders to me despite being war allies. War allies should always have open borders regardless of treaties. They are also harming relations. If they don't like me any more, they should have broken off the secret fealty.
Steps to reproduce the issue.
Save attached. The war has just started. My fleets are in the Zabeen system north of my empire (next to the Holy Guardians, with a holy world in it), which has a wormhole connection to the Phact system in the Regime of Pogovon, my war ally who I have declared an allegiance war for. I also have a wormhole connection from Ekoecromia in my space to Great Wound in theirs. I can't use either connection due to closed borders.
