Stellaris - Rubricator World's removed tile blocker respawns after reclaming planet after Dragon's attack and is unremovable.

Game Version
Wells 2.7.2 (60bf) build: da492cf

What version do you use?
Steam

What expansions do you have installed?
Synthetic Dawn, Utopia, Leviathans Story Pack, Apocalypse, Megacorp, Distant Stars, Ancient Relics, Federations

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
After removing tile blocker (in this case 'abandoned mining shafts'), losing planet to spawned Dragon entity and then defeating it and reclaiming the planet, tile blocker reappears in the blocker's overview. However, instead of a normal price, it has string value 'cost cost' and the player is unable to click it and as a consequence loses access to several additional tiles. I haven't tested it for other tile blockers, so I can't tell whether it's related to this specific blocker or not, so testing them might be a worthwhile.

EDIT. After restarting the game the broken tile blocker disappeared, so it seems like it was simply a UI bug.

Steps to reproduce the issue.
- colonize Rubricator world
- remove 'abandoned mining shafts' tile blocker
- finish the excavation and wait for Drake to spawn in the system
- lose the system to the Drake
- kill the Drake
- re-colonize planet
