Please explain your issue is in as much detail as possible.
Penalties for too many districts criples game.
Steps to reproduce the issue.
admin cap is preset and with all bonuses max i had was 80.
admin cap = base value + tradition + ascention bonus + research.
Robot Administration Cap = 30 + (Traditions Expansion Extensible Software = 20) + (acsention Imperial Precogrotive = 30 ) + (Research =0 Not Democracy)
=80
Average planet size was 16.So 16 admin cap add.So max 5 Planets.
20 Planets game negative value so high no way to get minerals or energy even loading ever star base with solar panels.
600 planet map = 12 ai 4 fallen empires 1 player. Can never win.
ROBOT EFECTIVELY F***KED LITERELY IF PLAYER SEE GAME CODE VARIABLE country_admin _cap_add
LOSES FOR HIGH COLINIZATION STACKS INTO NEGATIVE VALUE.NO WAY TO CONQUER THE MAP.
MY QUESS IS HIVE IS THE SAME.
2.2.1 Stellaris effectively unplayable.

Effectively blocks non humanoid sides.Robots & Hive can never increase there cap.
Large maps effectively non winable.
Balance issue.
Similiar to stellaris 1.9.x issue where you can colonize 9 systems and you have 30+ and not using sectors.
The penlty is so high game is dead.
I recomend adding x3 or x10 multiplier to country_admin_cap_add and base cap to more blance the game to 9 planets instead to 1.5 fully upgraded base 20 planets.
alse give bonus for size of capital buldings equal to there planet_housing_add.
Basicaly 30-70% rebate on district.The Penalty will increase with large planets but megastrutures can offset loses
and mid to end game crises is not totally hopless.
10k can never defeat 10x 50k fallen empire in late game as game currently is.
I play robots so i have not tested megacop sides and hive or sides with coverments.
PS. I OWN COMPLETE COLLECTION OF STELLARIS EXCEPT EBOOK.I alse found market a little throwin
,last minute adition in attempt to balance side and effectively most of the time pointlesss.
THE PENALTIES FOR EMPIRE CAP AND MARKET EFFECTIVELY IS A MONEY DRAIN.
I tested game with country_admin_cap_add = 400 and on easy setting find the game very playable.
This also means modifying the file for the research
