Ringworld origin and habitable planets spawn

Please explain your issue is in as much detail as possible.
As far as I understand, ringworld origin should not have any guaranteed habitable worlds around, but I believe, exactly because of that, it can spawn anywhere in the galaxy, so RNG can place even 3 habitable worlds right in the next to your system (I don't have exactly that save any more), I just created a game with 2 habitable worlds next to the ringworld, save is provided below. I don't think it was intended to work that way.
