releasing the game only a week and a half after warhammer will have a bigger impact on sales then being released after stellaris
Warhammer TW won't impact any of my game decisions. Ever since my bad experience with Medieval 2, I have waited until the complete bundle is deep discounted and that there are good mods available to play any TW game.
Wouldn't those resources used on Stellaris not be able to advance/ speed up the development of the many iterations of HOI IV development?

Not necessarily. My job is managing dev teams. Coordination gets more difficult with more people working on a project. This results in diminishing returns from adding people, especially when they are working on related areas of code.
To use the house analogy, think about having a carpenter building walls at the same time the plumber is installing pipes, the electrician is installing wiring, and the floor layer is installing floors in the same room. They will get in each other's way so much that individual productivity will go down.
Past a certain point, adding an extra person will be either zero or negative for the project as a whole.
There are ways to alleviate this, such as properly structuring your code in independent libraries and classes. Also, automated testing let's you scale up further because you catch newly introduced problems from code interaction.
Lastly, developers are not interchangeable. Adding someone with no exposure to a code base to a new project will cost time from the rest of the team to get that person up to speed. It will also increase the defect rate in the short term until that person is familiar enough with the code.
