Psionic Archives level up option skips trait choosing

Please explain your issue is in as much detail as possible.
When using the Psionic Archives triumph effect to level up your ruler you do not get the usual trait choosing window. Instead a trait is randomly assigned.

Steps to reproduce the issue.
Get the Psionic Archives Relic
Use the Triumph
Choose the ruler level up
Compare traits before and after, note missing choice.
