Protectorates not getting -80% tech cost.

Please explain your issue is in as much detail as possible.
Protectorates don't get the -80% tech cost bonus for being behind on tech like they are supposed to.
Steps to reproduce the issue.
Start a game as a hegemon.
Give yourself all technology (research_all_technology)
Give yourself influence
Turn on yesmen
Force one of your federation members into being a vassal.
Tag switch to them and check the tech cost. Starting techs will still be around 2000-3000 when they should be 1/5th of that.
